Involvement of Hawkers in Murder Cases.

INTRODUCTION TO HAWKERS:

1.                 A trader, a group or a team who goes from place to place or along the street of a town, selling the goods which they carries with them. It is not perhaps not essential to the idea, but is generally understood from the word, that a handler is to be one who not only carries goods for sale, but seeks for pusehasen  either by outery, whicy some heliographers conceive as intimated by the deviation of the word, by an actual exhibition or exposure of them, by play cards or labels, like the sound of a harm for the sale of fish. 

2.                 Whenever a street Hawkers plan a selling product to any community or any targeted place. They firstly judge that, is this community would be able to this product, our product has this much capacity that it can be measure and estimated by target place, if yes then they make a proper team and a group to selling out their product and then choose which person will be able for which work. Now there is proper tracing of these groups that how can they agree people for their product and what are the main aspects of their products selling, and how can people get satisfaction through their communication skills and their speaking power. Hawker are mainly manipulated with their concerns and my customize survey. Through this they can achieve their targeted audience and found the community that can easily understand all the customize all the things and about product and company, policies. Every team member have their target that how much product packets and custom they can sell and how much time they have to evaluate for achieve the target. It is usually a contract between a selling or marketing manager with their company that are probably about their policies to introduce a product in different community areas. Beside this the street Hawkers owner are very much exposed to health alteration. This is form of venture where you are frequently exposed outside you will suffer much from the extreme whether conditions like excessive says from the sun as well as rain. Now a days street hawker becomes a popular business, it becomes neck to neck competition. Once you established this business, there are so many street vendors that may come. This may be the season why there kinds of businesses are made transportable because they need to go to one place to another in order to look for the prospects of their business. And because of competition of this kind of business. There is difficulty in the searching for the right business location.

3.                 A street Hawker is licensed to sell by retail from any street by means of a vehicle or sender a service as the ministry may specify, other than open air market. A license issued by the trade licensing unit shall indicate the street Hawker as a non food license Hawker or as a food related items license hawkers. In the care that the activity concerns the selling of food items prior approval by the health authorities must be obtained. To obtain a street Hawker license, an individuals should make an application on the appropriate from (A) to the trade license unit. A street hawker using a motor vehicle to carry on the commercial activity shall have premises, available whenever to garage the motor vehicle. The registration number of the vehicle used for handling and the address of the premises used for the purpose of gargeing the vehicle used by the hawker must be clearly indicated on the application. Any change in the vehicle a garage must be notified to the trade licensing unit within 10 working days after the damage occurs. An application can not be accepted and processed by the trade licensing unit in the address of the garage or any other address for the stay where goods are stored are not given. The trade licensing unit has the right to inspect such premises and to demand any documentation that proves that ownership of the premises when the application indicates the use of such premises by more than one application. A license issued for a street hawker is a personal license which is not transferable and does not permit anybody else to act interest of the license. A street hawker may carry out his commercial activity from any place in any street, by hawking vehicle according to the traffic regulations in any street where he stops to sell till he serves his customer and then after serving his customers moves to another place.

Due to bigger ratio of people living below the line of poverty with no good chance of earning, mostly uneducated people with the little knowledge of business and calculation pursue profession of vendors and hawkers. Although, every business has good and bad people them, but due to some dirty fishes of any specific business sometime whole profession looks suspious to others.

Likewise, due to corrupt, criminal type of people in this link make the image of hawkers and vendors negative. According to latest data of Hyderabad regarding the involvement of hawkers in crimes discloses that, 29.7% of criminal activities happened due to the big chains of hawkers working in different areas of Hyderabad in a group to carry out such criminal activities. In majority of cases, it has been seen that, their initial intention was not to murder the victims but it had happened eventually when victim confronted the criminal hawkers meanwhile robbery and looted activities, so murder occurred in the result of opposition.

One of the civil court lawyer while taking to me, shared his experience regarding this issue with me on the condition of anonymity that, he shared, sells men who sells different kind of brands and products from door to door can get easily access to all the data of local people, for examples from how many family members they are to what profession they belongs to, their ages and family atmosphere, so likewise some groups which are pursing profession of hawkers apparently but in actual they are habitual of committing robberies, murders, kidnapping and crimes use this profession as a tool to get easy access to their real intentions.

Another eye witnessed, named Gafoor resident of Latifabad Unit 11 shared that, it was one of the winter’s midnight, a snatcher in the role of boiled egg seller, tried to rob the a man who is passing through the street, but when he refused to give away his belongings and did opposition boil egg seller fired and this is how looted incident ended up in murder.

Sometimes, domestic helpers are also serving as a tool to get enough knowledge about their target for their gang. Similar incident, happened in Unit 09, Latifabad Hyderabad. A family who trusted their female domestic helper blindly just like their own family member, proved a trouble for them. Once, who family was out for an event, their domestic helper and their grandmother, named Nasreen was at home, their domestic helpers took the advantage of time and  carried out a massive robbery with the help of his gang, later it was investigated that, she was planning to carry out this mission since very long through a long procedure, she took a very long period of timing in gaining the trust of the family. So, with the help of her gang, in the absence of owner family she tried to do robbery at the large scale, when her gang was in middle of the mission, grandmother of the owner family caught them and tried to inform police but one of the member of her gang shot her and run away in order to save themselves.

These are the few incidents and people’s experiences I got to know during my assignment of investigative reporting on involve of hawkers in murder cases. In the presence of data and people sharing and experiences, I got this conclusion that, majority of the cases of murders occurred by vendors and hawkers are the result of failed robberies and loots.

اغوا اور ٹریفک کے مثائل میں پھیری والوں کا کردار
پھیری والے آج کل پاکستان کے ہر شہر اور یہاں تک کے ہر گاوءں میں پائے جاتے ہیں جسے با آسانی دیکھ سکتے ہیں ۔پھیری والے مختلف چیزیں فروخت کرتے ہیں جس میں کپڑے ،سبزیاں،فروٹ،اور کبھی کبھی گھر کی استعمال کی چیزیں جیسے کے برتن ،جھاڑو،برش ،دھول پین ،دروازے میٹ،شیمپو،صابن، پلاسٹک کا سامان، زیورات اور الیکٹرونک کا سامان جس میں واشنگ مشین ،پریشر ککر ،کپڑے سینے والی مشین، بھی موجود ہوتا ہے،پھیری والے اکثر موٹر سائیکل پر جگہ جگہ پھرتے رہتے ہیں اور اکثر پھیری والے دوپہر کے وقت آتے ہیں جب عورتیں اپنے گھر کے کام سے فارغ ہوجاتی ہیں تاکے وہ اپنی چیزیں با آسانی فروخت کر سکیں۔
گیلانی ریسرچ فاوئنڈیشن کے ایک حالیہ سروے کے مطابق 75%پاکستانیوں کا کہنا ہے کہ ان کے علائقے میں پھیری والے آتے ہیں او ر جب کے 25%پاکستان کے لوگوں کا کہنا ہے ان کے علائقے میں پھیری والے نہیں آتے ۔پھیری والے بھی سوسائٹی کا ایک اہم حصہ ہوتے ہیں جو کبھی کبھی ہمارا وقت بھی بچاتے ہیں پر جیسے جیسے پاکستان میں پھیری والوں کی تعداد بڑھتی جا رہی ہے اسی طرح ملک میں مختلف طریقے سے جرائم کی شرع بھی بڑھتی جارہی ہے جس میں نت نئیں طریقوں سے معصوم بچوں کو اغوا کیا جارہا ہے،ایک ریسرچ سروے کے مطابق یہ معلوم ہوا کے بچوں کے اغوا کے پیچھے ایسے لوگوں کا زیادہ ہاتھ ہوتا ہے جو پھیری والے کے روپ میں گلی، علائقے اور شہروں کے چکر لگاتے ہیں جو حقیقت میں ان علائقوں کا تفصیلی جائزہ لے رہے ہوتے ہیں کے کیسے اپنے خوفیا اور بھیانک کام سر انجام دیے جائیں اور جیسے ہی ان کو موقع ملتا ہے وہ بچوں کے لے کے فرار ہوجاتے ہیں ، ان میں اکثر پھیری والے روزی کی آڑ میں ایک جاسوس ،قاتل ،بچوں کو اغوا کرنے اور چوری کرنے کے منصوبے سے مختلب علائقوں میں جاتے ہیں ۔
حال ہی میں سندھ کے شہر بدین کے ایک پست علائقے غریب آباد میں اسی طرح کا ایک واقعہ پیش آیا جس میں پھیری والا چیزیں فروخت کرنے کے غرض سے اس علائقے میں داخل ہوا اور موقعہ دیکھتے ہی بچے کو اغوا کرنے کی کوشش کی پر اپنی کوشش میں کامیاب نہ ہوسکا ۔
تحقیق کے بعد علائقوں کے لوگوں سے پتا چلا کے وہ آدمی پچھلے ایک ہفتے سے اس علائقے میں چیزیں بچنے کے غرض سے آرہا تھا پر در حقیقت وہ اس علائقے کا جائزہ لے رہا تھا ،اور جیسے ہی اس کو موقع ملا وہ چھ سالہ اظہر میمن کو اغوا کر کر فرار ہو رہا تھا کے محلے میں کام کردا مزدوروں نے دیکھ لیا اوراس آدمی کو پکڑ لیا بعد میں اس کو پولیس کے حوالے کیا گیا ۔
پولیس کی رپورٹ کے مطابق وہ آدمی جس کا نام گل خان تھا وہ پچھلے آٹھ سالوں سے بچوں کو مختلف علائقوں سے اغوا کرنے کا کام کر رہا تھا اپنے مپختلف روپ بدل بدل ،مزید پولیس کاروائی کے بعد یہ معلوم ہوا کے گل خان اکیلا نہیں بلکہ پورے گروپ کے ساتھ یہ کام کر رہا تھا جس میں اس کے علاوہ پانچھ آدمی اور شامل تھے جو پنجاب کے مختلف علائقوں سے تجارت کرنے کے غرض سے سندھ میں داخل ہوئے اور خوفیا طور پر بچوں کو اغوا کر کے مختلف کاموں کے لیے استعمال کر تے رہے جس میں بچوں کو معزور کر کے بھیک منگوانے سے لیے کر ان کے اعضلاء کو نکال کر بہار ممالک میں فروخت کرنے تک کے بھیانک کا م کیے جاتے رہے ہیں۔
پھیری والوں کی شرح پاکستان میں اتنی بڑھتی جارہی ہے کے لوگوں کو بہت سے مثائل کا سامنا کر پڑرہا ہے جس میں ٹر یفک جیم ہونا بھی ایک اہم مثلابنتا جارہا ہے ہال ہی میں ڈان کی روپورٹ کے مطابق کچھ این جی اوز ،سٹی گورنمینٹ اور پولیس اوفیشل کا بیان ہے کے جیسے جیسے پھیری والے بڑھتے جا رہے ہیں اس کے ساتھ ٹریفک اور پیدل چلنے والوں کے لیے مثلے بڑھتے جارہے ہیں ان کا کہنا ہے کے ان پھیری والوں کے بہت سے اقسام ہوتے ہیں جن میں سے کچھ راستوں میں ٹھیلے لگاتے ہیں کچھ ایسے ہوتے ہیں جو ٹھیلوں کو دھکیلتے ہوئے سامان بیچتے ہیں اور کچھ ایسے ہوتے ہیں جو ایک سامان سی بھر ی ٹرے کو کندھے سے لٹکائے پھرتے رہتے ہیں،جس کی وجہ سے راستوں میں ٹریفک کے مثائل بھی بڑھتے جا رہے ہیں۔ایک سروے کے مطابق صرف کراچی میں 200,000کے قریب پھیری والوں کی تعداد ہے جس سے یہ ثابت ہوتا ہے کے بہت تیزی سے پھیری والوں کی شرح بڑھتی جا رہی ہے 2000میں اربن ریسورس سینٹر سروے کی رپورٹ کے مطابق کے ایک کروڑ کے قریب پھیری والوں کو ایک مہینے کا بھتا پولیس کو دینا پڑتا تھا پر اس کے باوجود بھی گورنمیٹ پھیری والوں کو ہٹا نہیں پائی ،اتنا زیادہ بھتا دینے کے بعد بھی وہ دو تین ہفتوں بعد واپس اپنے ٹھیلے لگا لیتے تھے ۔
